Out Of Sight, Out Of Mind? 

The Project

SafeVessels2Over the years, oceans have become essential to our identity as a nation and to our way of life. But as our reliance on our oceans has increased over the years, so too has the prevalence of illegal maritime activities, in Australia and around the world. Drug and people smuggling, piracy, maritime terrorism and illegal fishing are all on the rise as well as conflicting and incompatible uses of our maritime systems.

This project will address the illegal use of our oceans and ports by using modern technology to track and manage maritime activities. The researchers aim to track ships and sea vessels to combat ‘sea blindness’, which has long enabled a vessel to pass out of sight and out of mind once it has gone over the horizon. The project will attempt to make sense of the enormous amount of data collected on vessels globally and explore the potential offered by enhanced vessel tracking, including pursuing vessels that do not want to be tracked.   

Out of Sight, Out of Mind? has potential benefits to local, national and international maritime organisations, coastal communities, the port sector, and the fishing industry in helping to provide information about and combat illegal activities that threaten maritime safety and security. 

The Researchers

Professor Martin Tsamenyi is Professor of Law of the Australian National Centre for Ocean Resources and Security at UOW

Professor Clive Schofield is Director of Research at the Australian Centre for Ocean Resource and Security at UOW.

Professor Warwick Gullett is Dean of Law in the Faculty of Law, Humanities, and the Arts at UOW

Professor Philip Ogunbona is Professor of Computer Science at UOW

Professor Willy Susilo is Professor in the School of Computing and Information Technology at UOW

Associate Professor Wanqing Li is based in the School of Computing and Information Technology at UOW

Dr Man Ho Au was previously based at UOW and is now Associate Professor in the Department of Computer at Hong Kong Polytechnic University

Dr Chris Rahman is a Senior Research Fellow at the Australian National Centre for Ocean Resources and Security at UOW

Dr Mary Ann Palma-Robles is based at the Australian National Centre for Ocean Resources and Security at UOW
